HOUSING CHOICE VOUCHER (HCV)

The Housing Choice Voucher (HCV) Program offers low-income families the ability to rent quality housing of their choice within the private market using federal funds provided by the U.S. Department of Housing and Urban Development (HUD). HACCC administers approximately 9,000 vouchers under the HCV Program. Through the HCV Program, participants in possession of a voucher pay a portion of the rent each month based on their income and HACCC pays the remaining portion directly to the landlord.

PUBLIC HOUSING

HACCC is committed to providing quality, safe, and affordable housing units to low and moderate income-qualifying families, seniors, and person with disabilities through the number of building and dwelling units it maintains in Contra Costa County. No vouchers are necessary to participate in HACCC’s Public Housing Program.

PROJECT BASED VOUCHER HOUSING

The Project Based Voucher (PBV) Program is a component of the Housing Choice Voucher Program. It allows applicants to receive rental assistance while living in a specified privately-owned property. Through the PBV Program, the rental assistance is attached to a specified unit for up to forty years. After 12 months of continual occupancy, the family is eligible to receive a tenant-based Housing Choice Voucher, subject to availability. HACCC currently offers rental assistance for specified units at 23 properties through its PBV Program.

SPECIAL PROGRAMS

In addition to its commitment to providing high quality affordable housing solutions, HACCC also aims to assist its clients to gain self-sufficiency to become an integral part of Contra Costa County. HACCC offers a range of programs for low-income families, including the Family Self Sufficiency Program, Continuum of Care Program, the Veterans Affairs Supportive Housing (VASH) Program, Mainstream Program, and other key services.
