PROGRAM DESCRIPTION
Housing Authority of the County of Contra Costa also participates in the federal Project-Based Voucher (PBV) Program. Through the PBV Program, the rental assistance provided by HACCC is attached to a specified unit in comparison to the HCV Program in which the rental assistance is tied to the family occupying the unit.
Through its PBV Program, HACCC currently offers rental assistance for specific units at 23 properties.
WHO IS ELIGIBLE
Eligibility for HACCC’s PBV Program is similar to that of the Agency’s HCV Program. To be considered eligible, all applicants must:
- Qualify as a family as defined by HUD and HACCC standards.
- Have an income at or below the HUD-specified income limits.
- Have at least one member of the family who is a citizen, national, or noncitizen with eligible immigration status.
- Consent to HACCC’s collection and use of family information as seen in HACCC’s provided consent forms.

HOW THE PROGRAM WORKS
The Project-Based Voucher Program (PBV) is designed to encourage property owners to construct new or upgrade substandard rental housing for low-income families. A housing authority may choose to provide Section 8 PBV rental assistance for up to 20% of its units under the Housing Choice Voucher Program (HCVP). Initial rents in PBV properties must not exceed 110 % of the Housing Choice Voucher Program Existing Fair Market Rents (FMRs).
The Housing Authority selects projects for PBV assistance through a competitive Request For Proposals (RFP) issued by HACCC or it can accept projects in a non-competitive process whereby the project has already competed for funding from local, State or Federal programs within the past three years from the owner’s request for PBV assistance. In these cases, PBV assistance can be awarded without the issuance of an RFP by HACCC. Upon HACCC project award and HUD approval, the HACCC executes an Agreement with the building owner to enter into a Housing Assistance Payments (HAP) Contract. When the project is ready for occupancy, the Housing Authority and the owner execute a HAP Contract for a term of up to 20 years of rental subsidy.
The rental subsidy in PBV assisted projects is attached to the building or unit for the term of the HAP Contract. If the tenant in a Project-Based unit moves out of the development during the first year of the lease, the tenant’s assistance ends. After the initial 12 months of tenancy, if the tenant wants to move from their PBV unit, they shall receive a priority for a Housing Choice Voucher to move. The voucher will be subject to availability.
